Okutama Bible Chalet (OBC) property and facilities are owned by SEND International (SEND), and the OBC ministry is operated under SEND's Religious Juridical Person (shukyo-hojin). SEND therefore assumes ultimate responsibility for the OBC property, facilities, and ministry.

All OBC missionary staff are assigned to this ministry by SEND's Japan Council and are accountable to that body.

The OBC Committee is the body through which the churches of the Japan Evangelical Church Association (JECA) cooperate with SEND in the OBC ministry.

The Japan Council of SEND appoints three missionaries to the OBC Committee, one of whom is the OBC Director.  Three Pastors are appointed to the OBC Committee by JECA, one each from the Kita Kanto, Naka Kanto, and Minami Kanto Areas.  In addition up to three members may be appointed by the OBC Committee as necessary.  These may be missionaries, pastors or laymen. The Japan Director of SEND also serves as an ex-officio member of the OBC Committee.

The Chairman of the OBC Committee is appointed by the Committee from among its members pending approval by the Japan Council of SEND.

In addition to the programs sponsored by the OBC Committee, SEND operates Joy Bible Camps and English Camps through SEND's Evangelism Department. These programs are not under the OBC Committee.
